Why zonal values matter

The Bureau of Internal Revenue assigns a zonal value to real property per location and classification. It is one of three figures that determine the tax base of a sale - the tax base is the highestof the selling price, the zonal value, and the assessor's fair market value. Capital gains tax, documentary stamp tax, and much of a deal's closing cost flow from that number. Historically, checking it meant downloading and decoding Excel workbooks from ZIP archives, one per Revenue District Office. ZONALIST puts that data one search away.

Data sources and provenance

All zonal value data comes from the official BIR zonal values publication at bir.gov.ph/zonal-values. Every district page on ZONALIST links to the exact source file on the BIR's CDN and cites the governing Department Order. We never alter values; where our parsed tables and the source file disagree, the source file governs - and we want to know: report a discrepancy.

Who pays for this? (Transparency)

ZONALIST is a free public service sponsored by APRI Management Inc., a Philippine real estate services firm. The data layer is neutral and free for everyone - including brokers and firms that compete with APRI. Where ZONALIST offers professional help (brokerage, property management, advisory), the buttons say so plainly, the request goes to APRI, and using them is always optional. That's the whole model: useful free data earns trust; clearly-labeled services fund the work.
